My experiences is.... when I tell people to declare certain people as leechers, the leecher himself actually "revenage" people by abuse the system and declare "us" as leechers.

U see what I mean? People aren't using the report system in the right way!
and I dunno how Anet is going to do with it. Because if Anet mis-judging people, I assume the good innocent people will start sending Anet nasty complain emails.

Beside.... I've noticed Leechers become more and more cunning and tricky! THey walk out the port... pretended they are playing, then they hide in a corner to leech where nobody will noticed they are leeching.

I dunno what's the point of playing a game! I'm not a leecher, so I don't know what's their logic?!? They need to spend time enter a game, moving their mouse to move their character to a "save" spot then leech.... If they have so much spare time to do this, why don't they actually PLAY the game?!? (not to mention AB faction reward points are lesser then 800)

This is extremely usual. In the "domain" (reputation systems), this is done to lead to what is called "fear of retaliation". This is what happens on eBay with feedback: the feedback number can be "good" but quite often the feedback comment (a sentence that accompanies the feedback number) is "not good" (people give good feedback number and then indicate that the delivery was late, or the good was broken/not functioning!). This is NOT something that should deter people from using the feature. I reported 3 gold-selling spammers in the last week, trusting the GW GMs to ban them. And even if they were all 3 to spam me by whisping me, I'd ignore them and continue reporting. For the good of the community. You HAVE to stand to them. But do not abuse the /report feature.

The feature will become inhenrently "bad" when the "good" people (anyone not leeching, spamming, with good sincere intentions, playing, etc.) will stop using it. Then the "bad" people (obviously leeching, no intention to play the game, spam) will hijack this system and it will become useless. Then people will start leaving the game and forums will be full of complaints, and Anet will immediatly remove this feature.

PLEASE PLEASE note that I was just said is an improbable scenario, in practice things turn out more "balanced". And I believe that the /report feature is working, not only by making the life of these lamers harder.

As I just said before, this makes their "life" harder. There does NOT exist any system to prevent all "bad" behaviours, NONE AT ALL. Any system will simply try its best to improve the overall situation, there'll always be people trying to bypass the "security" features.

There can be several answers to that: easy gain, especially when they can sell stuff for real money (greediness, lazyness); self-esteem (proud of themselves for Y amounts of factions). Do NOT try to understand them, they have a "sad" life. Just be happy to have yours. Use the /report feature responsibly, but use it.

A lot of these lamers are just waiting for "us" (this is not an exclusive one, there's no way to define it simply) to depreciate the /report and they're all looking for ways to make its effect counterproductive. As I said before, Anet made a very bold and courageous decision to give this powerfull tool in the hands of the community. It is up to the "community" to use it for its own good, not my good or yours, but in order to kick the ones that repeatedly and systematically play the game for their own, selfish and materialistic (i.e. money, not pleasure) good.

Talking random arena experinces

In the random arenas, I've played about 20h in the past 2-3 weeks. Overall, I've tried to report about a dozen people., 3 of them for entering the arena and "self-killing" themselves (people still think this is funny), one for someone who was seriously verbally abusive and obstructionist, 2 who actually were purposefully trying to wreck builds, the rest for people who were leeching. Overall... it's a small percentage of people.

Of the above, about 3 were serial abusers: one self-killer, a sabatour, and a leecher. The sabatour was playing during a particularly slow hour, so he was literally in every match for about 20 minutes before I (and just about everyone in RA) threw in the towel and went elsewhere. By sabatour, I mean someone who would wait till a bonder... on his team showed up, and then dropped Nature's Renewal. He was also using the mesmer skill that pulls conditions off people onto a single person, in an attempt to prevent our own assassin from using Signet of Toxic Shock. He never attacked or did damage, etc. The serial self-killer was also a big waste of time, usually causing 1-2 people in my party to waste a signet on them, and then going AFK. What all 3 had in common is that as soon as you reported them for leaching, they'd report you, and then everyone else... which simply confused most players. In the end, the system was clearly failing, I saw reports for leaching, but somehow it wasn't sufficient enough to get them banned long enough -- and I'd get them 1-4 minutes later on either my team or my opponents team.

One of the main "smart" leaching pattern is to run out, straight into enemy fire, and die. Then they usually AFK... you rez them, but they've swapped windows. The other one, as noted above, is to move out, and then AFK. If I included this group in my summary numbers, it'd be 20% of matches for a total of several dozen people.

I'd suggest that /report be cummulative over several matches (and not require a plurality in a match). I also suggest that the "strength" of the report vary inversely to how frequently it is used. For those that /report all the time, it is effectively meaningless. However, someone who reports one person every 4-7h of play is probably much more informative.

The /report emote is generally abused many players and anet cannot just ban a member as soon as a red flag goes up. They use the automated program they have in place to help moderate reports on other people without substantial proof (i.e. players reported recieve "dishonor points" period! Case closed and no if-ands-buts about it unless there's proof of a "serious" violation along with anet's verification/approval of evidence). In short, it's pretty difficult to /report players effectively due to /report abuse, so instead the automated system takes effect and dishes out dishonor points to those reported. So make sure to report those that report you wrongly and be wary of those you report, for they may very well counteract similarly...
